Where is inn of ill omen in oblivion

Habibi View Profile View Posts. I am in the gate near Ill Omen, and have made it to the point where i am in the central tower and has 5 doorways leading to other towers. I opened all the gates but i dont know how to get up higher in the tower i am in since it has the column of fire in the middle, meaning it contains the sigil stone.
